Deborah is an independent consultant and executive leader who brings more than three decades of experience in health care (both acute and long-term care), community services, housing and political advocacy. From 2012-2025, Deborah served as chief executive officer of the Ontario Community Support Association (OCSA), facilitating the development of key strategies and initiatives for the enhancement of the not-for-profit home and community care sector. 

Prior to OCSA, Deborah was chief operating officer at the Toronto Community Housing Corporation—one of the largest social housing programs in North America—overseeing the day-to-day operations of over 58,000 housing units and working closely with municipal leaders to advance and improve housing services in the Greater Toronto Area (GTA). For 12 years, Deborah was chief nursing officer and vice president, client services at VHA Home HealthCare, leading the integrated health services division. Deborah was also a director of client services at VON Toronto, managing service operations for six years.

Today, Deborah is a member of the board of trustees for OASSIS Benefit Plans. She holds a Master of business administration degree from Athabasca University, as well as a Bachelor of arts in administration from York University, and a diploma in nursing from George Brown College.
